Yep... A complete guide to my way of doing things... In chapter one!! It might contain some super-secret junk that you didn't already know.
I'm not even gonna' mess around with controls and menus and stuff.

Chapter One!
The Garage
You begin as Yoyo, a newcomer to the GG's (And my favorite character! ). You are greeted by Corn, the leader of the GG's, and he tells you to go talk to Gum. How informative! Go over to Gum, who you'll see more or less across from you next to a red pinball machine. She and Corn should appear as blue circles on the start map. Talk to Gum with the right trigger as a speech bubble pops up when you approach her. She gives you basic tasks and explains the controls to you. Just follow what she says. Oddly, she fails to explain the tricks system, which is an important aspect of the game. During a grind, you can do various tricks with X or Y. Y tricks take longer, but give more points. X ones are fast and are better for situations requiring speed or number of tricks. Tricks can also be done in the air when enough speed is gained. They can all be strung together to a certain rhythm.
Also in the Garage are halfpipes and quarter pipes. Very few of these are around until later. On a halfpipe, there are two main things to do. You can do an invert, which is basically a handstand on the edge of the pipe, or an air, skating up the side of a pipe and jumping, then going back down the side. An invert, also referred to as a handplant, gives a large boost of speed if done quickly and not followed by a grind or air, lasting the duration of the pipe. An invert may be held for about 3.5 seconds. To do an invert, go up the side of the half or quarter pipe holding X. When you reach the top, your character should do an invert.
After doing Gum's tasks, Corn tells you about Jet Set Radio. The show begins, and there is a cutscene of DJ Professor K in a little recording studio. He explains the basic storyline; Rokkaku Gouji is taking over the entire city of Tokyo-To. He has gained control of the entire police force, and is attempting to ruin the city in all aspects, with an emphasis on culture. In this scene, you also have an introduction to the Rudies. Savor the moment. This is about the only time the Rudies are referred to as the Rudies. This isn't really explained well. The Rudies are all groups of gangs in Tokyo-To. This includes the GG's, the Love Shockers, Poison Jam, Rapid 99, the Immortals, and all the other gangs.
Now you can talk to Roboy. He's basically a secretary for the GG's, and darn good at it. You can also switch characters if you don't like Yoyo, or aren't worthy of his presence (Bow to Yoyo!!). After you're done, go to Dogenzaka Hill. The entrance is labeled on the start map.
Dogenzaka Hill
First off, avoid heavy traffic. The suggested way of doing this is taking the middle area of the road between lanes. There's long grinds going all along the center. About half way down the third grind rail on the center, there is a shiny thing on the right sidewalk. Leave the rail and touch the shiny thing. This is a Graffiti Soul, and they are very important. Continue down the road and turn left where the big blue arrows point left. Go down the right side of this sidewalk. On the left is a ramp, and the right is a seemingly dead end. Run into the wall of stacked boxes on the right side to knock them all over, revealing another Graffiti Soul. Jump to the platform in front of you with a quick start and just fall over the edge. There is another grind rail to the right. You can grind it to find cans. The yellow cans give you one, and a blue can is worth five yellows. The three starting characters can hold thirty cans.
Go down the hill and there will be six tags to spray, four small ones and two medium ones. Hold or tap the right trigger to finish the tags. Orange dots on the “start” map disappear as you complete your tags. Go down the hill further and there are five tags on the left side.
To tell the size of a tag, there is a speech bubble that appears when you approach a tag that has certain letters in it. “SS,” “S,” “M,” “L,” and “XL” are the representations of the tag size. An SS and S takes one can, an M takes three, L takes six, and XL takes ten.
There is another M tag down the hill to the left. After this tag, there is a raised platform to the left. Jump on it and across to another platform with an “H” on it as a slight shortcut. Go over the edge of the “H” platform and to the rail in front of you. There is an L tag on the side of the rail. Go through the crowd of people. There should be a steep hill to the left and a grind rail in front of you. Boost dash up the hill, and press down the control stick about three seconds into the dash to do a 'false grind.' This keeps the speed from the boost dash longer than it normally lasts. To cancel the effect, push the control stick again or jump. At the top of the hill, there is an M tag and an L tag. Go down the hill even more and to the left. Jump into the little pit with signs all around it and touch the yellow tape. These tapes are called Secret Tapes, and give you Street Challenges in the GG Notebook. Completing these gives Graffiti Souls.
Grind the rail to the right onto a green platform. Jump across the green platforms. Simply go through the halfpipe and you'll arrive at... The beginning of the area! There's a Graffiti Stop, which DJ K explains the purpose of when you come close to it. There is at least one per level, and some of the larger ones have two. The stops are marked on the map as tags until sprayed. If you followed the directions here word-for-word, you should have a total of 23 Graffiti Souls and 14 (88%) tags. The purpose of this way is to gain Graffiti Souls and complete Street Challenges in a convenient time, then complete the main objective.
For the Long Avenue Grind, the last of the GG notebook tasks for Dogenzaka, skip the first central rail on the road and take the second. At the end of that rail, jump to the one straight ahead. From that one, go to the green rail to the left. From the green one, go to the next green rail directly in front of it, and from there to the one on the left that goes down the crowd of people. At the end, you should see a Soul appear somewhere. If not, just do it again until it does.
Gind Combo x10 is pretty self-explanatory. Just keep pressing X on any rail (A moderately long one is suggested) to a consistent rhythm. Another Soul appears. For the points, go uphill from the two green rails on the left of the first sidewalk. There's a long grey rail. This is the main "Point Rail" of Dogenzaka - It gives more points than most normal rails. About 26 X tricks should probably do it, or it could also be done with a few Y tricks. If you have to, jump off the end of the rail and do air tricks to tack on more points. To get another soul for points, just grind the point rail again, doing X or Y tricks.
At the end of any rail with good speed, jump off and slowly press X twice before you land. You'll have done the Air Combo x3. All 5 of the Notebook tasks in the start menu under GG Notebook should have orange "Completed" text over them except the main objective.
Collecting the souls:
One is between the the point rail and the first green rail. Jump from the grey point rail to catch it. Continue on to the point where the collapsing box-wall is at the end of the avenue. At the end, there are two visible Souls. There's one on the right, and one on the left. For the right-side one, aim carefully and boost dash, leaving enough space for you to be able to jump to the small cut-out area of the wall containing the soul. Just jump from that one out to the rooftop with the other soul. Continue the earlier described route. There's another soul on the right past the first steep hill. After this, on the second green platform, there's the last soul.
Now you've made two laps around Dogenzaka Hill!
Lastly, go through the course again, this time going down the ramp at the end of the avenue rather than the fake dead-end. Tag the last two L tags, and Beat should appear near the area with the green platforms.
You can use this time to explore the area, though collecting Souls and doing Street Challenges should have done the job to some extent. When you're ready, find Beat and talk to him. He goes off somewhere else three times. Follow him, and talk to him again. He challenges you to a race. If you don't accept his challenge, he just says "Huuuh? You're so booooring..." and you can continue to do whatever you want. You do, though, eventually have to accept his challenge to move on.
This race is pretty simple. Just go through the area until you go back to the beginning. If you lose, or are losing, there's a "Retry" option. After you win, Beat joins you as a playable character. The Rokkaku Police also come along! Beat skates off to the Garage, leaving you to face them.
DJ K instructs you to knock them over, then tag their backs. with enough speed, you should be able to shove them to the ground and tag them. You can mostly tell if you've hit by your character's reaction; using their arms to knock the police off balance and often laughing. Tag all of the police, and they'll leave. If one grabs you, use a boost dash, jump on a rail, or just move around until they let go. Keep moving and you should be fine.
After this, go down the road and past the blue arrows without turning to the avenue, and you'll arrive at Shibuya Terminal.
