I've seen it before. To appreciate it, one needs background:

WB was becoming nervous. Anime was taking america by storm, and America's generally crappy cartoons could not stand up to the oriental might. They decided to fight fire with fire; they would make their OWN anime. Unfortunately, this idea ground to a halt when they realized this would require originality.
WB anime might have ended before it even began, but the is not so merciful. Take an existing series and force it into an anime mold! Thus, Loonatics was born.
