Philisophical questions relating to photoshop

I just have a couple of questions for those photoshop pros out there. Oh, and i guess Prof K could answer them too if he wants.

First, is there a way to convert a bitmap image to a vector image in photoshop?

Second, what file format is a vector image?

JPEG is a vector format, but there are more besides it.
